How NYC Carry Licensing Works for Out-of-State Residents
New York City has its handgun licensing authority separate from the rest of the state. While county licensing officers issue carry permits throughout most of New York, the NYPD License Division has exclusive jurisdiction over all handgun licensing within the five boroughs.
If you live outside New York State, you do not need a New York State license first. Vehicle transport is subject to strict unloaded and locked container requirements unless you are actively carrying the weapon on your person pursuant to your license.
Entering NYC with a handgun that is not covered by a valid NYC authorization can lead to arrest. Very limited transport exceptions exist, so plan carefully.
